I mean, I could switch it to net modified stableford, but I’m not totally certain that helps the low caps. Plus, then you have to worry about pop holes instead of just playing the hole and knowing what the max score is

I think the only fair an equitable way to solve this is for everyone 18.0 and below to play gross stroke play.
Everyone 18.1 and above is Quota.

50% might be too much, but reaching quota should be a challenge for any cap. Quota games shouldn’t be winnable with 2-3 good holes.
