I canāt speak for LA specifically but the delays for any kind of new engine/ladder/ambulance get longer and longer every year and they all seem to arrive with problems. Companies such as the REV group who I think build five or six fire apparatus brands as well as ambulances and RVs lessen competition.
Take KME for example. They were a private company that built everything at a factory in rural PA. Sold to the REV Group in 2016 which then went public shortly after. REV shuts down the factory six years later. Link below for further reading.

Itās not a fuckup by the PE firm, theyāre making money. They have fucked up the industry to make themselves more money while endangering public safety. Scum of the earth.
This article is good but also completely leaves out any mention of chip shortages and the impact it had on getting chassis. PE 100% sucks but those shortages definitely had a major role in increased costs, consolidation and long turnaround times.
