This happened to me for the first time two years ago! I don’t think it was Hertz, but I definitely returned the car at the airport (no agent, just leave keys in car per instructions, so this is partially on me) and I definitely got a notice about a month later that the car was not returned and it would be deemed stolen and I would have to pay the value of the vehicle. I disputed and they eventually found it at the airport.
