On one hand, I think 90% is beautiful because it represents the golfer you could be! On the other hand my index is being propped up by a 79 from a few rounds ago and it’s been a battle to break 90 since

We should set up a change.org petition to allow for extra strokes due to injury layoff
I played my best round in 2 years the day before I separated my shoulder. Handicap dropped a full shot. Really not fair

All you have to do is have the handicap committee at your club make an injury adjustment - this is allowed under the rules.
