I think they confused red and yellow hazard relief. Or I was confused listening to it.

They confused it, got it right, then doubled back down on getting it wrong.
Options under yellow:
- Play it as it lies
- Stroke and distance
- Back on the line
Options under red:
All the above options plus two club lengths from point of crossing the line
